Special Rule:
Zero cannot be the first digit for the smallest number.
For Smallest Number:
- Arrange digits in ascending order.
- If zero is first, swap it with the next smallest non-zero digit.
- Place zero in the second position.
- Then the rest in order from smallest to biggest: 5, 7, 8, 9.
For Greatest Number:
- Arrange digits in descending order.
- Zero naturally goes to the end.
