Introduction
- Staffing is a process involving acquisition, retention, development, appraisal, promotion, and compensation of human capital.
- It is influenced by factors such as: labour market, legal, technological, and economic conditions.
- The core objective: placing the right person in the right job.
- Suitable candidates are often scarce, so jobs need to be "marketed" to attract candidates.
CBSE: Class 12
Steps in the Staffing Process
1. Estimating Manpower Requirements
- Determines how many and what type of employees are needed.
- Forms the foundation for all subsequent steps – you cannot recruit without first knowing the requirement.
2. Recruitment
- The process of attracting candidates to apply for available positions.
- Since suitable candidates are often scarce, jobs need to be actively "marketed" to draw the right applicants.
3. Selection
- The process of choosing the most suitable candidate from the pool of recruited applicants.
- This is a filtering step – only those who meet the requirements move forward.
4. Placement and Orientation
- Placement: Assigning the selected candidate to a specific job/role.
- Orientation: Familiarising the new employee with the organisation, their role, and the work environment.
- Ensures the employee can settle in and begin contributing effectively.
5. Training and Development
- Focused on building skills and capabilities of employees after joining.
- Not limited to new employees – it is an ongoing responsibility of staffing.
- Supports employee growth and organisational productivity.
6. Performance Appraisal
- Involves evaluating the work performance of employees systematically.
- Serves as an input for the next steps – promotion decisions and career planning are based on appraisal outcomes.
7. Promotion and Career Planning
- Based on performance appraisal results, employees are considered for promotions.
- Career planning maps out the employee's growth trajectory within the organisation.
8. Compensation
- The final step: deciding and providing remuneration for work performed.
- Covers the monetary and non-monetary rewards given to employees.
CBSE: Class 12
Key Emphasis Points
- Staffing is an ongoing process, not a one-time activity.
- It covers the full lifecycle: from acquiring staff to retaining, developing, and compensating them.
- Orientation/training ensures employees settle into their roles effectively.
- Performance appraisal feeds into decisions about promotion and career planning.
