The Cabinet consists of a small but important body of senior members of the Council of Ministers. The Cabinet, in effect, forms the nucleus of the administration. Its members hold the most important portfolios and decide crucial policies of the government. After the Cabinet has deliberated on important policy matters, its decisions are communicated to the other Ministers and they have to follow these decisions even though they might not have been party to such decisions.
