Set (ii) is more appropriate for the preparation of 1-methoxy-4-nitrobenzene. 

In the set (i), the CH3O acts as a nucleophile. But the presence of a bulky group prevents the nucleophilic attack. In set (ii), the nucleophile attacks CH3Br and the desired product   is formed.
