In contrast, India, though federal in structure, exhibits many unitary features, which is why it is often described as a system of Unitarian Federalism. The Indian Constitution establishes a strong center with more powers than the states, especially in financial and emergency matters. Unlike the U.S., the Indian Parliament can change the boundaries or even the existence of a state without its consent (Article 3). Representation of states in the Rajya Sabha is based on population, not equality.
