The United States is regarded as a classical example of a pure federation where both the federal and state governments derive their powers directly from a written constitution and function independently within their own jurisdictions. Each state in the U.S. enjoys equal constitutional status and has its own constitution, legislature, judiciary, and government. The U.S. Constitution is rigid and amendments require the consent of both the federal and state legislatures, thereby ensuring a balanced federal structure. Additionally, all states have equal representation in the Senate, strengthening the federal principle of equality among states.

In contrast, India, though federal in structure, exhibits many unitary features, which is why it is often described as a system of Unitarian Federalism. The Indian Constitution establishes a strong center with more powers than the states, especially in financial and emergency matters. Unlike the U.S., the Indian Parliament can change the boundaries or even the existence of a state without its consent (Article 3). Representation of states in the Rajya Sabha is based on population, not equality. During emergencies, the central government can take complete control over state functions, temporarily converting the federal system into a unitary one. Moreover, India has a single constitution and single citizenship, which further highlights its unitary tendencies.

Thus, while the U.S. upholds the principles of a dual polity with equal and sovereign states, India maintains a quasi-federal structure where the center holds overriding authority. Therefore, it is rightly said that the U.S. is a pure federation, whereas India's federalism reflects unitarian features within a federal framework.
