The acidic character of alcohols is due to the polar nature of \[\ce{O - H}\] bond. 2-Chloroethanol, is more acidic due to \[\ce{-I}\] effect of chlorine atom. It increases the polarity of \[\ce{O - H}\] bond and increases the acidic strength.
