Solution

Brutus is torn between his love for Caesar and his love for Rome. He has no personal hatred for Caesar, but he fears that Caesar may become a tyrant if crowned king.

His inner conflict is clearly seen in Act II, Scene 1, where he struggles to justify Caesar’s murder. Finally, his sense of duty towards Rome becomes stronger than his friendship with Caesar.

Thus, Brutus’ conflict is between personal affection and public duty, and this inner struggle makes him a tragic and complex character.
