- Any person who buys a product for which he has paid, agreed to pay, or partially paid and promised to pay the balance. In other words, it covers everyone who makes use of the products with the seller's consent. However, people who buy the products with the intention of reselling them or using them commercially are not regarded as consumers.
- Any person who uses a service or hires one for which he has paid, agreed to pay, or has paid partially and committed to pay the balance. In other words, it includes everyone who has used the service with the seller's consent.
