Good roads and bridges helped armies move efficiently. The army was financed mainly through taxes and the wealth gained from military campaigns, which helped pay soldiers and maintain weapons and forts. Skilled artisans were also needed to make weapons, while labourers helped with transport, construction, and other military needs.
