Who elects the members of the Rajya Sabha?

Members of the Rajya Sabha (other than the 12 nominated members) are elected by the elected members of the State Legislative Assemblies, by proportional representation using the single transferable vote; representatives of Union Territories (where Assemblies do not exist) are chosen by a special electoral college as provided by law.
