The Union Parliament consists of the President and the two Houses (Lok Sabha and Rajya Sabha). Any three powers common to both Houses are:

  1. Legislative power over ordinary bills. An ordinary (non‑money) bill may be introduced in either House and cannot become law unless it is passed by both Houses.
  2. Power to amend the Constitution; Constitutional Amendment Bills can be introduced in either House and must be approved by both Houses (and in some cases by the states) before becoming law.
  3. Judicial/constitutional powers (impeachment and removal). Both Houses can initiate proceedings for impeachment/removal of the President and for the removal of Judges of the Supreme Court and High Courts; such measures require the approval of both Houses.
