Solution

Railways are an important means of transport compared to airways because they are much cheaper. Airways (airplanes) are unequivocally the fastest means of long-distance transport available. Railways are fast for ground transport, but cannot compete with the cruising speeds of commercial aircraft. Hilly and mountainous regions are precisely where building railway infrastructure is most difficult and often impossible. Airways (helicopters and planes) are the primary and often only way to deliver emergency aid to remote or disaster-struck hilly regions because aircraft can land vertically or drop supplies from the air.
