No. The British government did not accept the Congress ultimatum, so the one‑year limit lapsed and the Nehru Report was declared to have lapsed at the Lahore Session (1929). As a consequence the Congress, with Jawaharlal Nehru as president, passed the Poorna Swaraj (complete independence) resolution and moved to launch a programme of civil disobedience (leading to Gandhi’s Dandi/Salt campaign and the wider Civil Disobedience Movement).
