1. The place is Leh (Ladakh, Jammu & Kashmir).
2. Leh is located at a high altitude (over 3,000 meters) in the Himalayas. It has a cold desert climate, and in winter, the temperature falls below 0°C because of high elevation and distance from the sea.
3. Leh is in the rain-shadow region of the Himalayas. The moist monsoon winds do not reach this area, so little rainfall occurs, and it remains dry and arid.
