1. The big powers respond negatively because they believe the new countries will challenge their superiority and will try to put pressure on these new countries that claim nuclear status.
2. Countries that clearly state that they will only use nuclear energy for peaceful purposes can be trusted, whereas countries that develop nuclear weapons or arsenals cannot.
