Solution
Almost every issue can become political when it involves the distribution of resources, responsibility, rights, power and decision-making. Environmental issues are political because we must ask: who causes degradation, who bears its costs, who controls resources and who must take corrective action? This creates a deep divide in global governance, most notably seen between the Global North and the Global South.
