There is some truth to the adage that planning involves looking forward, while controlling involves looking back. Forecasts of future situations serve as the foundation for future plans. Planning, then, entails looking ahead. Controlling, on the other hand, entails assessing and measuring prior performance. Controlling is, in that sense, looking back. Planning, on the other hand, is informed by prior experiences, and corrective action taken in control attempts to enhance performance in the future. Planning and controlling, then, are both looking forward and backward.
