1. Preparation of electoral rolls: A major obstacle for the ECI was establishing accurate electoral rolls for universal adult suffrage. Enumerators began house-to-house queries in 1948. Voters had to be 21 years old, Indian citizens, and 180-day constituency residents. Displaced people and refugees from Partition were entitled to permanent residency in India with a simple declaration. Final rolls, published in November 1951, enrolled 17.32 crore voters, 96% of eligible adults.
2. Training of election personnel: The ECI trained over 3 lakh officers and polling staff to conduct the election across the country. 3. Design and procurement of ballot boxes: The Election Commission partnered with Godrej & Boyce to create tamper-proof steel ballot boxes.
