  1. India would be partitioned into Pakistan and a free India.
  2. If Bengal and Punjab legislatures agreed, Sindh, Baluchistan, North-West Frontier, West Punjab, and East Bengal would form Pakistan.
  3. Indian Dominion would include British India, East Punjab, and West Bengal.
  4. A Boundary Commission would determine the India-Pakistan border if Punjab and Bengal were divided.
  5. A vote would determine whether inhabitants in the North-West Frontier Province and Sylhet wished to join India or Pakistan.
  6. The Native States might join Pakistan, India, or stay alone.
  7. The Sind Legislative Assembly would choose India or Pakistan.
  8. The Plan also predicted a power shift much earlier than June 1948. British Parliament would enact an act to give up sovereignty in India before 15th August, 1947.
