Solution
The non-traditional perception of poverty has a wider meaning than lack of income. It includes deprivation of opportunities, participation, dignity and access to resources. Poverty is also linked with weak community ties, lack of political and economic participation, and unequal access to common resources.
This approach gives importance to empowerment, decentralisation and social inclusion. It believes that development should improve the overall quality of life, not only income. Thus, poverty is seen as a condition in which people lack both material resources and the freedom to participate fully in society.
