A straightforward justification is that strict M.T.P. conditions are intended to prevent misuse, especially sex‑selective or indiscriminate terminations (which can drive illegal female foeticide), and thereby protect vulnerable lives and social equity.

Closely related, limiting when and how terminations may be done (for example, by requiring qualified medical opinions and gestational limits) reduces unsafe/illegal abortions and helps protect maternal health and reduce maternal mortality and morbidity. The Medical Termination of Pregnancy rules and their amendments were explicitly framed with those goals in mind.
