Solution
A Confederation is a union of independent and sovereign states that come together for limited and specific purposes such as defense, foreign relations, or economic cooperation. In this system, the central authority is weak and acts mainly as a coordinating body. It can only exercise powers that are voluntarily delegated to it by the member states. The real sovereignty remains with the states, and they retain the right to secede from the confederation at any time. Unlike a federation, the central government in a confederation does not have direct authority over citizens. Historical examples include the United States under the Articles of Confederation and the European Union, which exhibits some features of a confederation.
