The Vice President of India is the second-highest constitutional office in the country, next to the President. He is elected by an electoral college consisting of members of both the Lok Sabha and the Rajya Sabha, using the system of proportional representation by means of a single transferable vote. The Vice-President serves a term of five years and is eligible for re-election. His primary role is that of the ex-officio Chairman of the Rajya Sabha, where he presides over the sessions and maintains order in the House. He does not vote in the House, except in case of a tie. The Vice President also serves as the Acting President of India in the event of the President’s death, resignation, removal, or inability to discharge duties, for a maximum period of six months, until a new President is elected. Thus, the Vice-President plays an important role in both the legislative and executive functioning of the Indian government.
