The leader of the Naga separatist movement was A.Z. Phizo. He was the chairman of the Naga National Council (NNC) and played a central role in advocating for Naga independence from India. Phizo's leadership was instrumental in the push for the creation of an independent Naga state. He led the movement after the 1951 referendum, which showed overwhelming support for independence among the Naga people. Following the rejection of the referendum by the Indian government, Phizo continued to lead the movement for Naga self-determination, even after going into exile in East Pakistan (now Bangladesh) and later in London, where he continued to lobby for Naga independence.
