In a parliamentary system, the Cabinet is supposed to be collectively responsible to the legislature. However, when the Cabinet, especially under a strong Prime Minister, becomes very powerful and dominates the legislature, it leads to cabinet dictatorship.

This happens because the ruling party often has a majority, and strong party discipline forces members to support the Cabinet without questioning. As a result, the Cabinet can pass laws and make decisions with little real debate or opposition, reducing the effectiveness of parliamentary control.
