Solution

These canals are extracted from rivers without any kind of head-mounted controlling structure, such as wires. During the rainy season, when the river is flooded and there is an excess of water, these canals primarily supply irrigation. After the rainy season ends, the river floods less, the water level drops below the canal head, and the canal dries up. This kind of canal was extracted from the Satluj in Punjab. These canals have been transformed into perennial canals because it is questionable whether they will receive irrigation.
