The refractive index of a medium is the ratio of the velocity of light in a vacuum to the velocity of light in that medium.

R.I of a medium = `"Velocity of light in vacuum"/"Velocity of light in that medium"`

As the refractive index of glass is 1.5 or `3/2` for white light, this statement means that white light will travel with `(2/3 c) = 2/3 xx` speed of light in vacuum i.e. slower in glass.
