For example, the constitution requires that there be an equal number of Dutch and French-speaking ministers in both the central and Brussels governments.
  2. Differences must be respected, and there should be a process for resolving them. Democracy is most adapted for reducing this outcome. Democracies are the only places where social differences, divisions, and disputes may be resolved.
  3. But for this, democracy must fulfil two conditions as mentioned below:
