Administrative Powers (Control over the executive): The Constitution makes the Council of Ministers responsible only to the Lok Sabha. But the Rajya Sabha can exercise control over it by means of questions, discussion and debates. Moreover, ministers may be appointed from its members. The Constitution permits a Minister, who is not a member of the Lok Sabha, to take part in its proceedings. However, he has no right to vote.
