Solution

The northeast monsoon winds over North India are offshore winds. As a result, the region receives little moisture and no rainfall. When they reach the Bay of Bengal, they absorb moisture and become onshore winds as they approach the southern coast of Tamil Nadu. Heavy rainfall is only occurring in certain areas of Southern India.
