Solution

An example of the learned people being divided in opinion and providing different answers was when some said that science was the most important occupation, while others said that it was warfare, and still others said that it was religion.

There is also an instance of the learned people not giving an exact answer but instead suggesting ways to find one. It can be seen when they suggest that it is impossible to find the best time for every action, and thus, the king should have a group of wise councillors, who could help him fix the best time for every action.
