Magnesium chloride will conduct electricity, but only when molten or dissolved in water. It is an ionic compound; in the solid state, its ions are locked in a fixed position. Upon melting or dissolving, the rigid lattice breaks down, separating charged ions that can then move freely to conduct electricity.
