In air, the particles are far apart, so vibrations are transferred less effectively. In liquids, the particles are closer together, so sound is propagated more clearly. In solids, the particles are packed very closely and are strongly connected, so vibrations pass from particle to particle most efficiently.

Therefore, sound is heard more clearly through liquids than through air and most clearly through solids.
