Solution

Most people did not openly resist the Emergency. Fear of arrest, censorship, loss of civil liberties and pressure from the authorities discouraged protest; some officials and public figures also cooperated with the government. This does not necessarily mean that everyone supported the Emergency open dissent was risky, and only a small number protested publicly.
