According to the Census of India, an urban agglomeration is a continuous urban spread that includes a statutory town and its adjoining outgrowths or two or more physically contiguous towns, with or without outgrowths. It represents an extended area of urban development where the main city has grown and merged with surrounding towns or settlements. To be classified as an urban agglomeration, the total population of the area must not be less than 20,000 as per the 2001 Census. This definition helps in recognising and studying the actual spread of urban areas beyond their administrative boundaries.
