Solution
The global community must address borderless threats like terrorism and natural disasters through the framework of Cooperative Security. Because these non-traditional security issues are transnational and threaten human survival globally, no single country can defeat them unilaterally using traditional military force. Instead, nations must collaborate internationally to share intelligence, track terror financing, and build robust disaster response systems. This approach requires expanding global partnerships beyond state governments to actively involve international organizations like the UN, as well as non-state actors, non-governmental organizations (NGOs), and community networks to effectively protect human life.
