Solution

Out of the 50 U.S. states, 15 states refused to ratify the Equal Rights Amendment (ERA) by the 1982 deadline. These states were mostly from the South and West, including Alabama, Arizona, Arkansas, Florida, Georgia, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Utah, and others. Although Nevada, Illinois, and Virginia initially refused, they later ratified the ERA in 2017, 2018, and 2020 respectively.
