Political organisation in India changed greatly from the Vedic period to the time of the Mauryas and Guptas. During the Vedic period, people were mainly organised into families, clans and tribes (janas). The rājā was the chief, while assemblies such as the sabha and samiti helped in decision-making. Over time, these smaller groups developed into janapadas, mahājanapadas and larger kingdoms.

By the time of the Mauryan and Gupta empires, rulers controlled much larger territories and needed more organised systems of administration. The king was the central authority and was assisted by ministers, officials and military commanders. Large territories were divided into provinces, districts and villages, making it easier to collect taxes, maintain law and order, manage agriculture and irrigation, and carry out the ruler’s orders. Thus, political organisation gradually changed from small, community-based groups to large and well-organised kingdoms and empires
