Solution

Although the U.S. President is not a member of the legislature, he can still influence lawmaking by returning a bill to Congress within ten days (excluding Sundays) from the date it is presented for his signature. In such a case, both Houses must pass the bill again with a two-thirds majority; otherwise, it is rejected. If the required majority is obtained, the bill becomes law and the President must sign it. This authority to return a bill and require a two-thirds majority for its passage is called the President’s suspensory veto.
