Solution
A Citizen Charter is a public document through which a government department informs citizens about the services it provides and the standards expected in delivering those services. It aims to make administration more transparent, accountable and citizen-friendly.
The main contents of a Citizen Charter generally include:
- Vision and mission of the department
- Services provided to citizens
- Standards and time limits for providing services
- Details of the beneficiaries or users of the services
- Procedure for availing the services
- Grievance redressal mechanism
- Responsibilities of government officials
- Expectations and responsibilities of citizens
The Government of Maharashtra also publishes department-wise Citizen Charters. For example, the Directorate of Technical Education lists the service, required documents, fees, time required for approval, competent authority and grievance-redressal officer for each service.
Thus, Citizen Charters help citizens know what services they are entitled to, how they can obtain them, how long the service should take and where they can complain if the service is not provided properly.
