The Sultan, however, could not manage the task of administration single-handed. The highest officer in the government was the Wazir, the Chief Minister. Other key functionaries and ministers were the Diwan (the Finance Minister), the Qazi (Chief Judge), and Ariz (the Army Minister). The special responsibility of the Army Minister was to recruit, equip, and pay the soldiers.
