- Quota System: To win a seat, a candidate must secure a minimum number of votes called a quota.
- Vote Transfer: If a candidate secures more votes than the quota, the surplus votes are transferred to other candidates based on the next preferences marked by voters. If no one reaches the quota, the candidate with the fewest votes is eliminated, and their votes are transferred to the remaining candidates based on next preferences. This process continues until all seats are filled.
