Solution

Naxalism and national unity are closely linked in a two-way cycle. Naxalism grows where people feel excluded from the national mainstream because of poverty, land alienation, poor services, and injustice. Once it takes root, it weakens national unity by rejecting the Constitution and elections, running parallel “people’s courts” and taxes, using violence against officials and citizens, and disrupting roads, schools, and health centres that connect remote areas to the rest of the country. This creates fear, displacement, and mistrust between communities and the state, and it also strains Centre–State cooperation needed for security and development. Thus, weak integration fuels Naxalism, and Naxalism further fractures unity. The cycle can be broken only by a twin approach: firm rule of law against violence alongside inclusive, rights-based development (land and forest rights, fair rehabilitation, livelihoods, responsive policing, and representation), which reduces grievances and strengthens national unity.
