Steps of construction:
Step I: Draw a circle of radius 4 cm with centre O.
Step II: Draw a line AO from centre O to outside the circle at a point A which intersects circle at point P. i.e., OP is radius of the circle. i.e., OP = 4 cm.
Step III: Make angle ∠POB = 30° which intersects the circle at point B.
Step IV: Now draw a perpendicular BD on line OB which intersects line AO at point C.
Step V: Then, line BC is tangent to circle, such that ∠OCB = 60°.

Hence, tangent BC is required tangent.
