Meaning	Organising refers to the procedure of aligning activities in a certain order.	Staffing is the process of filling job vacancies and retaining the employees recruited.
Objective	To bring together all resources like people and materials.	To fulfil the human resource requirements of the organisation.
Order	Comes after planning; it is the second function of management.	Comes after organising
Level of management	The top- and middle-level management are concerned with the arrangement of resources.	Staffing is done only by the middle-level management.
Factors	Both internal and external aspects are considered while arranging resources.	Only internal factors are considered in staffing
