The Congress enjoyed absolute power in the Centre and States, its leaders respected democratic norms and encouraged democratic ideas. The opposition leaders played a constructive role:

• They participated in Lok Sabha debates and offered constructive criticism of government policies.
• The press enjoyed full freedom, as did political parties, trade unions, and other organizations, which could freely voice their protests.
• Leaders such as Dr. Shyama Prasad Mukherjee, Rammanohar Lohia, J.B. Kripalani, A.K. Gopalan, Minoo Masani, Bhupesh Gupta, and others exerted significant influence on the activities of the central government.

This healthy development was considered an important contribution of Jawaharlal Nehru as the first Prime Minister of India, since he allowed and encouraged opposition leaders to function freely.
