The Congress enjoyed absolute power in the Centre and States, its leaders respected democratic norms and encouraged democratic ideas. The opposition leaders played a constructive role:

  • The press enjoyed full freedom, as did political parties, trade unions, and other organizations, which could freely voice their protests.
  • Leaders such as Dr. Shyama Prasad Mukherjee, Rammanohar Lohia, J.B. Kripalani, A.K. Gopalan, Minoo Masani, Bhupesh Gupta, and others exerted significant influence on the activities of the central government.
