The President of India is the constitutional head of the state and the supreme commander of the defense forces. Though the position is largely ceremonial, the President plays a crucial role in the functioning of Indian democracy.

Powers of the President of India:

1. Executive Powers:

  • Appoints the Prime Minister and, on their advice, appoints other ministers.
  • Appoints Governors, Judges of the Supreme Court and High Courts, the Election Commissioners, and the Comptroller and Auditor General (CAG).
  • Administers the union and union territories through Governors or Lieutenant Governors.

2. Legislative Powers:

  • Summons, prorogues, and dissolves the Parliament.
  • The President addresses the Parliament at the start of the first session after general elections and at the beginning of each year.
  • Gives assent to bills; can return non-money bills for reconsideration (except constitutional amendment bills).
  • Can promulgate ordinances when Parliament is not in session.

3. Financial Powers:

  • All money bills can be introduced in Parliament only with the President’s prior approval.
  • Controls the Contingency Fund of India.
  • Appoints the Finance Commission every five years.

4. Judicial Powers:

  • Can grant pardons, reprieves, respites, or remissions of punishment under Article 72.
  • Appoints judges of the Supreme Court and High Courts.

5. Emergency Powers:

  • Can declare National Emergency (Article 352), President’s Rule (Article 356), and Financial Emergency (Article 360) under certain conditions.
  • During emergencies, the President can override the normal distribution of powers between the centre and states.

6. Military Powers:

  • Supreme Commander of the Defence Forces.
  • Appoints the chiefs of the Army, Navy, and Air Force.
