Solution

Critical analysis of the results of Poverty Alleviation Programmes implemented in India since Independence.

  • Positive results:
    1. Direct link between employment and poverty reduction: Employment generation is directly linked to poverty alleviation. When the government created new job opportunities, more people got employment, their incomes increased, and many were able to rise above the poverty line.
    2. Improvement in standard of living: With higher income due to employment opportunities, poor people were able to improve their living conditions and gain better access to education, healthcare services, sanitation, and other basic facilities.
    3. Creation of durable assets: Employment programmes under poverty alleviation schemes led to the development of long-lasting assets such as watershed projects, water harvesting systems, irrigation facilities, canals, rural roads connecting villages to towns, and dams. These assets contributed greatly to the economic and social development of the country.
    4. Self-sufficiency and self-reliance: The durable assets created helped poor regions protect themselves from natural disasters like floods and droughts. This enabled such areas to become more self-sufficient and self-reliant.
    5. Skill development and human capital formation: Poverty alleviation programmes supported human capital development by providing training and improving the skills of unskilled workers through employment schemes. These skills increased their chances of getting jobs in the industrial and service sectors. This improved their earning capacity and helped in reducing poverty.
  • Negative results:
    1. Lack of ownership of income-generating assets: Even though the proportion of poor people has declined in some states, many still lack basic necessities like education, nutrition, and essential facilities. Moreover, there has been little improvement in the ownership of productive resources and income-generating assets among the poor.
    2. Limited success of land reforms: Land reform programmes have not been very successful, which has further increased inequality in income from land.
    3. Poor implementation of programmes: Poverty alleviation schemes often suffered due to improper implementation by poorly trained and dishonest officials. Corruption and favouritism towards the elite resulted in inefficient use and misallocation of limited resources.
