  1. The World Bank and IMF generally support reducing subsidies that are costly, poorly targeted, or distort the economy. They often suggest that governments should instead give more direct support to poor and vulnerable people. The IMF, for example, has argued that some fuel subsidies are expensive and often benefit richer households more than the poor.
  2. The WTO allows subsidies in some cases but restricts subsidies that unfairly affect international trade.
  3. The WTO also gives special and differential treatment to developing countries because they may need additional support for development, food security and rural livelihoods.
  4. Developing countries are allowed certain forms of support, such as agricultural investment subsidies and input subsidies for low-income or resource-poor farmers.
  5. Developed countries are often criticised by developing countries for giving large subsidies to their own farmers, because this can make it difficult for farmers in poorer countries to compete in world markets.
  6. Groups such as the G20 have also supported reducing inefficient subsidies, especially fossil-fuel subsidies.
  7. Developing countries argue that subsidies may still be necessary for food security, poverty reduction, agriculture and industrial development.

Hence, the main issue is not whether all subsidies are good or bad. Useful and well-targeted subsidies can support poor people and development, while excessive or trade-distorting subsidies can create unfair competition and waste public money.
